Heat oven to 475 degrees. Line a baking sheet with parchment paper.
In a large bowl, whisk together flour, baking powder, baking soda, and salt. Stir in bacon and cheese. Set aside.
In a small bowl, whisk together butter, buttermilk and honey. Buttermilk mixture should get thick and lumpy. Stir the wet ingredients into the dry ingredients until combined. Do not work over the dough.
Using a large ice cream scoop, scoop dough onto the prepared baking sheet. Bake 10-12 minutes, until golden brown. Serve warm with softened butter.
